Hooping?

I swear to god I saw this chick at a rave back in the 90’s. Back then she was on 4 hits of extasy, had a 2 gallon Poland Springs jug as a backpack, she sucked on a binky and her hoop glowed….but yup…that’s her.

Anyway, what is hooping? Is this supposed to be a sport? I was under the impression only rave monsters did this sh*t.
